Gossip from the acknowledgments: This author is involved with William Rowe, Mary Pratt, Sylvia Molloy, and others. He was interested in Latin American national iconographies. The book is just one of the results of it and it was hard to get grant funding for it. There is a full collection of visual sources hosted by Birkbeck College.

He is talking about the state as visualized / visualizable and about its relation of mutual visibility to subjects and citizens. It is a radical change in terms of relationship citizen and state than what had gone before.
